Mr Tay Woon Teck is currently Managing Director of RSM Singapore’s Risk Advisory Division. He works closely with its Boards and C-suites in designing a risk management framework that links corporate strategies to risk management activities, corporate governance and internal control activities. In addition, Mr Tay is concurrently an Executive Director with the Corporate Advisory division, advising clients on corporate strategies, succession planning, profit improvements and cross-border M&A transactions in the UK, the US, Canada, China and ASEAN countries.

Mr Tay currently serves as a council member of the Institute of Valuers and Appraisals of Singapore, Chartered Management Institute Singapore, The Society of Modern Management and Australian Institute of Company Directors, Singapore. He is also active in the social enterprises sector, taking on an advisory role on matters pertaining to corporate governance, risk management and internal control processes. Woon Teck was an Adjunct Faculty Member in the Singapore Management University between 2007 and 2016. In 2014, he co-authored a workbook on “Risk Governance for the Third Sector” to guide the Boards of the Third Sector in getting started on implementing effective risk governance and internal control practices. In 2015 and 2016, he co-authored the “Doing Business In ASEAN” Guidebook jointly published by RSM, Rajah & Tann Asia and United Overseas Bank.

Anticipating today's risks to achieve the goals of Healthcare 2020

One of the challenges in the paradigm shift from hospital-based care to community-based care is to align and optimise supply chain for a seamless and effective healthcare delivery system. The strengthening of IT infrastructure, incorporation of technology into work processes and the sourcing and deployment of the right capabilities are key to effective supply chain management.

How do we leverage technology and tap on ‘future skills’ to overcome risks to the supply chain? Supply chain strategies should harness technology albeit with the appropriate consideration of safeguards and contingencies to meet future healthcare demands. Supply chain strategies also need to incorporate meaningful collaboration with suppliers and distributors to manage inventory and services more efficiently. Executives need to be equipped with the heuristic skills to strengthen organisation resilience from inside out and remain agile to manage the cultural and behaviourial aspects of risks. A holistic and balanced approach towards anticipating and planning for future supply chain needs is critical in achieving the goals of Healthcare 2020.
