Mr Peter Tay Teng Choon is the Chief Executive Officer of ALPS Pte Ltd (ALPS), the national integrated supply chain management agency formed in 2018, which brings together healthcare supply chain professionals from the three public healthcare clusters, to meet the procurement and supply chain needs of Singapore’s public healthcare system. As CEO, Peter is responsible for stewarding efforts to improve supply chain functions and extracting the best value for our healthcare system to keep healthcare costs affordable.

Concurrent to his role as CEO of ALPS, Peter also holds an appointment as Chair at the College of Healthcare Administration and Leadership (CHeAL), SingHealth. The CHeAL aims to build capability through developing the leadership and healthcare administration competencies of all level of healthcare professionals to become competent managers and leaders in SingHealth.

From 2012 to May 2018, Peter served as Chief Operating Officer at Changi General Hospital (CGH), where he drove efficiency and integration of operations and programmes across departments and disciplines in the hospital. In addition, he provided management oversight for new initiatives to improve patient flow, productivity and patient experience. Together with the Human Resource Department, Peter also steered the competency development for non-clinical staff in CGH.

Supply Chain Management during COVID-19 – Singapore Healthcare Experience

Availability of supplies, equipment and services is crucial in any hospital healthcare institution during normalcy and more so during a crisis.  It is an important lifeline and sustenance for our frontline healthcare colleagues to perform their roles in providing medical care to our patients.  In a pandemic like COVID-19, this availability becomes acutely critical not just to safely diagnose and treat patients with COVID-19, but also to protect healthcare workers.  Operating the healthcare institutions supply chain during COVID is not only to provide specific focus during the pandemic, but also to deal with many unknowns, unpredictability, changing norms and exponentially growing new demands.  On top of these, there is also a need to sustain non-COVID-19 or “business-as-usual” demand.
