Biographical Sketch

Mr Ho Tuck Chuen
is the  Group Chief Financial Officer of Jurong Town Corporation (JTC) .  


Prior to joining JTC, Mr Ho had more than 30 years experience in the finance, accounting, auditing fields, spanning various industries such as real estate, internet and electronics services, pharmaceutical, specialty chemicals and gas.

 

He  is a Fellow of the Institute of Singapore Chartered Accountants (ISCA),  Association of Certified Accountants (UK) and member of the Institute of Chartered Accountants (Australia) .  He is also a Board Member of Singapore Leisure Industry and  Singapore Tax Academy Board. In addition, he holds the position of Treasurer of Institute of Singapore Chartered Accountants  and is a member of Singapore CFO Institute Advisory Council and Temasek Polytechnic’s School of Business Advisory Committee.


Synopsis

HM 3 - Transformation of Finance function in Public Sector - JTC Perspective

The volatility and related uncertainty globally has increased significantly since the Global Financial Crisis in 2008/9 against a backdrop of power gravity shifting from West to East. These macro-economic trends have significant impact on how businesses operate and are shaping the transformation of the finance role globally.

The higher economic volatility, tighter public finances, increased complexity, and increased focus on transparency and accountabilityare some of the challenges facing public sectors across the world today including Singapore.

The Finance role in public sector is undergoing change. Business partnering role becomes increasingly important even though traditional managerial and stewardship roles remain essential. There is an increasing need for Finance leaders to balance traditional role of being an independent and objective Finance steward, while taking on new roles of providing insights and advice to their departments.

The presentation will cover the transformation journey of the JTC Finance function to support the change in role of the JTC from landlord in the 1960s to its current role as infrastructure solution provider, as well as the changes brought about by macro-economic factors.
